A financial adviser who provides any report required pursuant to NRS 350.105 to 350.195, inclusive, must not:
1. Be;
2. Control;
3. Be controlled by; or
4. Be under common control with,
Ê an underwriter for the bonds if those bonds are sold at a negotiated sale.
