“Extraordinary circumstance” means an event, condition or situation that creates an unusual or significant need for intervention by this State to protect the health, safety or general welfare of residents of this State, including, without limitation, a disruption in the provision of, suspension of or any related reduction in benefits provided under a program of public assistance that is funded by federal or state money.
