County or city board of health abolished upon creation of district board of health

When any county and one or more incorporated cities within the county establish a district board of health, the county board of health and the board of health of the city or cities must be abolished, and the district board of health must be given the same powers, duties and authority that county board of health had before the establishment of the district board of health.
