“Vehicle” defined

“Vehicle” means every device in, upon or by which any person or property is or may be transported or drawn upon a highway, except:

1. Devices moved by human power or used exclusively upon stationary rails;

2. Electric bicycles;

3. Electric personal assistive mobility devices as defined in NRS 482.029; and

4. An electric scooter.
