Unlawful to place certain transparent material upon windshield or side or rear window of motor vehicle for compensation; exception

It is unlawful for a person, for compensation, to place, install, affix or apply upon the windshield or side or rear window of a motor vehicle any transparent material which alters the color or reduces the light transmission of the windshield or side or rear window unless he or she displays conspicuously in those areas of his or her place of business frequented by persons seeking such services a sign, not less than 22 inches by 28 inches in size, setting forth in boldface letters the following:
