The Board shall adopt such regulations as are necessary to carry out the provisions of NRS 624.400 to 624.560, inclusive, including, without limitation, regulations governing:
1. The disbursement of money from the account; and
2. The manner in which a complaint is filed with the Board or its designee pursuant to NRS 624.480.
