Duty of connecting railroad to transfer car for just and reasonable charge

Known as the Utility Environmental Protection Act

All railroad corporations whose tracks connect shall transfer cars reciprocally from one railroad to the other upon demand of shippers or of the railroad concerned at just and reasonable charges to be fixed by the Commission.
