“Cost effective” defined

Known as the Utility Environmental Protection Act

The act spans §§ 704–704 (414 sections).

“Cost effective” means that an energy efficiency plan has a benefit-cost ratio of 1.0 or greater as measured by the cost-effectiveness test selected by the Commission, which test must account for the nonenergy benefits of the energy efficiency plan.
