The Department may temporarily waive any fee imposed upon a motor carrier when an emergency exists requiring expeditious transportation. As used in this section, “emergency” means a condition requiring action to prevent, minimize or repair injury and damage resulting from disasters caused by enemy attack, sabotage or other hostile action, or by fire, flood, earthquake or other natural causes.
