§ 57.23. Oversight and advisory services. 1. It shall be the\nresponsibility of the commissioner of education to advise local\ngovernments on planning and administering programs for the creation,\nmaintenance, preservation, reproduction, retention, and disposition of\ntheir records; to advise local governments on the development of\nmicrographics systems, automated data processing systems, and other\nsystems that rely on technology to create, store, manage, and reproduce\ninformation or records; and to advise local governments on the\npreservation and use of vital records and records with enduring value\nfor historical or other research purposes.\n 2. The commissioner of education is authorized to establish\nrequirements for the proper creation, preservation, management and\nprotection of records, and shall develop statewide plans to ensure\npreservation of adequate documentation of the functions, services, and\nhistorical development of local governments.\n 3. The commissioner of education is authorized to promulgate\nregulations to implement the provisions of this article with advice from\nthe local government records advisory council.\n
