§ 186. Possession and use of false devices; responsibility. 1. No\nperson shall retain in his possession any weight, measure or weighing\nand measuring device or system, knowing it to be false, with intent to\nuse it or permit to be used for determining the quantity of any\ncommodity. Possession of the same shall be prima facie evidence of a\nviolation of this section.\n 2. For the purpose of purchase, sale or service, no person shall use a\nfalse weight, measure, device or system for determining the quantity of\nany commodity. If the seller furnishes the weight or measure of the\ncommodity sold, he shall not sell or deliver less of any such commodity\nthan the quantity represented to be sold; if the buyer furnishes the\nweight or measure of the commodity purchased, he shall not receive or\naccept more of any such commodity than the quantity represented to be\npurchased.\n
