§ 214-l. Sale of talc coated rice prohibited. 1. As used in this\nsection, the following terms shall have the following meanings:\n a. "Talc coated rice" shall mean milled rice which is coated in whole\nor in part, with glucose and talc.\n b. "Talc" shall mean the color additive which is a finely powdered,\ninactive, hydrous magnesium silicate sometimes containing a small\nproportion of aluminum silicate.\n 2. No person shall sell, offer to sell, or expose for sale any rice\nwhich has been coated or treated in any manner with talc.\n 3. A violation of this section shall be punishable by a civil fine not\nto exceed one thousand dollars on the first offense and ten thousand\ndollars on any subsequent offense.\n 4. It shall be an affirmative defense to a violation of this section\nthat the person did not know and could not reasonably have known that\nthe rice contained talc.\n
