§ 243. Rules and regulations. The commissioner shall adopt and\npromulgate such rules and regulations to supplement and give full effect\nto the provisions of this article as he may deem necessary. Such rules\nand regulations shall be filed and open for public inspection at the\nprincipal office of the department, and shall have the force of law.\n
