§ 561. Regulations and rulings. The superintendent is hereby\nauthorized and empowered to make such general rules and regulations,\nconduct hearings and make such specific rulings, orders, demands and\nfindings as may be necessary for the proper conduct of the business\nauthorized and licensed under and for the enforcement of this article.\n
