§ 264. Rules and regulations. The board of supervisors shall have\npower to adopt, amend and repeal, from time to time, rules and\nregulations for the operation of a county district and the use of water\nin a water district including regulation of the manner of making\nconnections and the construction of the county system and all facilities\nand appurtenances.\n
