§ 280-b. County agency. The governing body may appoint or establish an\nofficer, board or body, or may designate an existing officer, board or\nbody, or public authority which possesses the express power to act as\nsuch an agency, to act as a county hurricane protection, flood and\nshoreline erosion control agency (hereinafter referred to in this\narticle as the "agency") having the powers hereinafter prescribed in\nsections two hundred eighty-c, two hundred eighty-d and two hundred\neighty-e, and such other powers and duties as the governing board may\ndetermine necessary to carry into effect the provisions of this article.\nExcept in the case of a public authority, the agency may also be\ndesignated as the administrative head or body of any county district\nwhich may be established pursuant to the provisions of this article. All\nmatters relating to the membership of such agency, including, but not\nlimited to, numbers, method of selection, tenure, qualifications and\ncompensation, shall be determined by the governing body.\n
