§ 280-c. Powers of county agency. The agency, as empowered by the\ngoverning body, may assemble data relating to (1) problems and solutions\nin hurricane protection, flood and shoreline erosion control and the\nareas of immediate need within the county, (2) the techniques and\neffectiveness of providing dunes, bluffs, bulkheads, dikes, groins,\njetties, fills and alternative methods of hurricane protection, flood\nand shoreline erosion control, (3) the methods of financing hurricane\nprotection, flood and shoreline erosion control and the availability of\naid and assistance from alternative sources, (4) the possibility of\ndeveloping and utilizing existing facilities and a plan of development\nfor the county district which most complements more comprehensive plans\nof hurricane protection, flood and shoreline erosion control and (5)\nemploy such engineering, legal, professional and other assistance as\nfrom time to time may be needed, and may incur such other expenses as\nmay be necessary within the amounts made available therefor by budget\nappropriations. When authorized by the governing body, the agency may\nalso apply for and expend state and federal aid for comprehensive\nstudies and reports.\n
