§ 854. Evaluation and recommendation. In recognition of the need for\nan independent evaluation of, and recommendations with respect to,\ntemporary release, the commission of correction shall evaluate and\nassess the administration and operation of all temporary release\nprograms conducted pursuant to this article and shall submit to the\ngovernor and the legislature by March first, nineteen hundred\nseventy-eight, its findings together with any recommendations with\nrespect to the proper operation or the improvement of such temporary\nrelease programs.\n
