§ 309. Schools of union free school districts and cities. The schools\nof every union free school district and of every city in all their\ndepartments shall be subject to the visitation of the commissioner of\neducation. He is charged with the general supervision of their boards\nof education and their management and conduct of all departments of\ninstruction.\n
