§ 5102. Regulations. The commissioner shall promulgate regulations to\ncarry out the provisions of this article. Such regulations shall, among\nother things, specify the programs, services, or functions that are\neligible for funding under this article, including, but not limited to,\ninstruction, administration, counseling, support services, and\ncurriculum development.\n
