§ 563. Commissioner; powers. The commissioner shall have\nresponsibility for the administration of the program created by this\narticle and may promulgate such regulations as are necessary to carry\nout the provisions of this article. The amount required to be paid\nunder the provisions of this article shall be payable on order and\nwarrant of the comptroller on vouchers certified or approved by the\ncommissioner in the manner provided by law.\n
