§ 301. Policy. The condemnor, at all stages prior to or subsequent to\nan acquisition by eminent domain of real property necessary for a\nproposed public project shall make every reasonable and expeditious\neffort to justly compensate persons for such real property by\nnegotiation and agreement.\n
