N.Y. Elec. Law § 11-112

§ 11-112. Application of other provisions. 1. Except as otherwise\nprovided in this title, special presidential ballots shall be furnished,\nmailed, voted, returned, counted, canvassed and preserved as elsewhere\nprovided in this chapter for absentee voters' ballots.\n 2. All the provisions of this chapter relating to crimes against the\nelective franchise shall be deemed to apply with respect to and in\nconnection with the operation of this title.\n 3. The general provisions of this chapter shall apply with respect to\nthis title except as they are inconsistent with this title, and the\nprovisions of this title shall be construed liberally for the purposes\nherein expressed or intended.\n
