§ 14-0109. Responsibilities of the council.\n The New York ocean and Great Lakes ecosystem conservation council\nshall:\n 1. Promote the understanding, protection, restoration and enhancement\nof New York's ocean and Great Lakes ecosystems while promoting\nsustainable and competitive economic development and job creation;\n 2. Ensure that community needs and aspirations are accommodated,\nrecognizing the interdependent goals of community well-being,\nenvironmental quality and economic viability;\n 3. Define and implement an adaptive approach building upon existing\nlaws and programs to advance activities that affect coastal ecosystems\nin order to ensure the coexistence of healthy ecosystems with human\nactivities;\n 4. Integrate and coordinate ecosystem-based management with existing\nlaws and programs;\n 5. Develop guidelines for agency programs and activities that affect\ncoastal ecosystems to advance the policy and principles delineated in\nsection 14-0103 of this article;\n 6. Encourage scientific research and information sharing that will\ninform ecosystem-based management decisions and enhance ecosystem\nmanagement capabilities;\n 7. Use New York's private and public academic, research and non-profit\ninstitutions more effectively in developing and advancing coastal\necosystem-based management;\n 8. Facilitate regional coordination and cooperation to address complex\ncoastal resource issues which cross political and jurisdictional\nboundaries.\n
