§ 19-0921. Enforcement.\n 1. The commissioner may use the powers granted under title three of\nthis article to determine attainment of, or compliance with, the\nemission controls and reductions required by this article.\n 2. The commissioner may request the advice and assistance of other\nagencies of the state, including but not limited to the commissioners of\nhealth, commerce, energy, and parks, recreation and historic\npreservation, and the chairmen of the public service commission and the\nAdirondack park agency. The commissioner may further request submission\nof studies conducted or reports published by such agencies that may aid\nthe commissioner in the enforcement of the provisions of this title.\n 3. The commissioner shall make a written report to the legislature\nupon his finding that a Federal law has been enacted that will result in\nat least a fifty percent reduction in the emissions of SO2, as defined\nin section sixty-six-k of the public service law, by electric generating\nsources pursuant to title four of the Federal Clean Air Act after full\nimplementation.\n
