§ 27-1014. Authority to promulgate rules and regulations.\n In addition to the authority of the commissioner, under sections\n27-1009 and 27-1013 of this title, the commissioner shall have the power\nto promulgate rules and regulations necessary and appropriate for the\nadministration of this title.\n
