N.Y. Environmental Conservation Law § 27-1016

§ 27-1016. Public education.\n The commissioner shall establish a public education program to\ndisseminate information regarding implementation of this title. Such\ninformation shall include, but not be limited to, publication of the New\nYork Bottle Bill of Rights as specified in subdivision two of section\n27-1007 of this title; publication of information specifying the\nprocedures necessary to establish a redemption center as provided in\nsection 27-1013 of this title, including information regarding financial\nassistance available for the establishment of redemption centers as\nprovided in section 27-1018 of this title; publication of information\ndelineating the relevant rights and responsibilities of deposit\ninitiators, distributors, dealers, redemption centers and redeemers\nunder the provisions of this title; publication of information regarding\nthe requirement that deposit initiators register with the department of\ntaxation and finance; and publication of information on the general\nbenefits of recycling.\n
