N.Y. Environmental Conservation Law § 43-0123

§ 43-0123. Environmental review.\n Notwithstanding any other provision of law, rule or regulation to the\ncontrary, the commission shall be deemed to be a state agency for\npurposes of article 8 of this chapter. The commission shall offer\nassistance to local agencies within the park regarding implementation of\nsuch article.\n
