N.Y. Environmental Conservation Law § 9-1101

§ 9-1101. Proclamation by Governor.\n Whenever the forests of the state are in danger of fire, the Governor\nby proclamation may (a) prohibit any person or persons from entering\nforests, woodlands, waters and open lands; (b) prohibit the starting of\nfires in the out-of-doors; (c) prohibit the smoking of tobacco in\nforests, woodlands and open lands and (d) suspend any open season for,\nor prohibit the taking of, fish, birds and quadrupeds. Such proclamation\nmay contain exceptions to the activities prohibited, and may apply to\nall or a portion of the state. Such proclamation shall be in full force\nand effect at the expiration of 24 hours after notice is given in such\nmanner as the Governor may determine and shall remain in full force\nuntil rescinded by the Governor.\n
