§ 419. Rules and regulations. The office may adopt, amend or rescind\nall rules and regulations necessary to carry out the provisions of this\narticle, including the objective that state aid hereunder shall be\ngranted uniformly throughout the state, having regard for varying\nconditions and needs in different parts of the state.\n
