§ 439. Filing and availability of rules and regulations. A copy of\nevery rule and regulation adopted and promulgated by the commission\nshall be filed in the office of the secretary of state before it shall\nbecome effective and copies thereof shall be made available to the\nvarious municipalities operating under the bingo licensing law.\n
