§ 97. Completing unfinished papers. The secretary of state shall have\npower to complete and sign and certify in his own name, adding to his\nsignature the date of so doing, all records of incorporation papers and\nother papers left incomplete or unsigned by any of his predecessors,\nwith the same force and effect as though said records had been duly\nsigned by such predecessors.\n
