N.Y. Gen. Bus. Law § 420

§ 420. Doing business without license prohibited. No coin processor\nshall operate in the state except as authorized by this article and\nwithout first being licensed by the department. All coin processors\noperating in the state after the effective date of this article shall\nbecome licensed within one year of such date.\n
