§ 89. Inspection by industrial commissioner. All applications, papers\nand records on file in the department of state in connection therewith\nshall at all times be open for the inspection of the industrial\ncommissioner of the department of labor and the persons in charge\nthereof shall afford every reasonable facility for their examination and\npermit copies to be made when required by the industrial commissioner.\n
