N.Y. Gen. Mun. Law § 110

§ 110. Definition. The term "municipality" as used in this article\nshall mean a city, a village, a county on behalf of a county water\ndistrict and a town acting on behalf of a water district or water\nstorage and distribution district, including a water district governed\nby a separate board of commissioners.\n
