N.Y. Gen. Mun. Law § 113

§ 113. Management and operation. The joint water works system may be\nmanaged and operated by a joint operating agency, by one of the\ncontracting municipalities or by contract with a public authority as the\ncontracting municipalities shall provide. A contract with a public\nauthority shall provide for periodic reports of operations to the\nparticipating municipalities.\n
