N.Y. Gen. Mun. Law § 246

§ 246. Annual appropriation. The local authorities of a municipality\nhaving power to appropriate money therein may annually appropriate and\ncause to be raised by taxation in such municipality a sum sufficient to\ncarry out the provisions of this article.\n
