§ 354. Annual appropriation. The local authorities of a county, city,\nvillage or town, to which this article is applicable having power to\nappropriate money therein may annually appropriate and cause to be\nraised by taxation in such county, city, village or town, a sum\nsufficient to carry out the provisions of this article.\n
