§ 518. Rules and regulations of commissioner. The commissioner shall\nhave the power to make, promulgate, modify, amend and repeal rules and\nregulations to effectuate his powers and duties under this article. No\nsuch rule or regulation shall be effective until it is filed in the\noffice of the department of state.\n
