N.Y. High. Law § 242

§ 242. Supervisor to institute proceedings. The supervisor of any such\ntown shall, when directed by the town board, institute and prosecute\nproceedings under this chapter, in the name of the town, to compel the\ntown board of such adjoining town or towns to cause the town\nsuperintendents thereof to join in the building, rebuilding or repair of\nany such bridge, in like manner as freeholders are thereby authorized.\n
