§ 2309. Excess rate. Notwithstanding any other provisions of this\narticle, upon the written application of the insured, stating the\ninsured's reasons therefor, filed with and approved by the\nsuperintendent, a rate in excess of the rate provided by a filing\notherwise applicable may be used on any specific risk.\n
