§ 939. Judicial review. The action of the commissioner in suspending,\nrevoking or refusing to issue or renew a license, or issuing an order\ndirecting the cessation of unlicensed activity or imposing a fine or\nreprimand may be appealed by a proceeding brought under and pursuant to\narticle seventy-eight of the civil practice law and rules.\n
