N.Y. Legislative Law § 66-a

§ 66-a. Prohibited activity by legislative employees. No legislative\nemployee shall, except within the scope of legislative employment,\ndirectly or indirectly, promote or oppose the passage of bills or\nresolutions by either house. Notwithstanding the provisions of this\nsection, a legislative employee who serves as an elected chief executive\nofficer or member of a governing body of a municipal corporation or\ndistrict corporation shall be authorized to participate while carrying\nout the official duties of such office in the discussion, drafting,\npreparation, voting and dispatch of a resolution, message or\nproclamation addressed to either house. A violation of this section\nshall constitute a misdemeanor.\n
