N.Y. Local Finance Law § 170.00

§ 170.00 Local legislation relating to local finance. Any county,\ncity, town or village may adopt local laws:\n 1. Imposing duties in addition to those imposed by this chapter,\n 2. Altering duties imposed by this chapter so as to make them more\nstringent, or\n 3. Restricting or prohibiting the exercise of any powers granted by\nthis chapter.\n
