N.Y. Local Finance Law § 176.00

§ 176.00 Local finance law to be the exclusive law. Except as\notherwise provided in this article, all statutes, local laws,\nordinances, rules and regulations, insofar as they relate to the matters\nherein contained, are hereby superseded, it being the legislative intent\nthat this chapter shall constitute the exclusive law on such matters.\n
