N.Y. Local Finance Law § 63.10

§ 63.10. Cancellation of obligations. When obligations are paid,\nnotwithstanding the provisions of any other general, special or local\nlaw or of article forty-six of the education law relating to public\nrecords, they shall be cancelled or destroyed in such manner as the\nstate comptroller shall prescribe by a rule or order to be filed in his\noffice and in such other offices as he may designate.\n
