N.Y. Local Finance Law § 85.90

§ 85.90 Judicial review. If any repayment plan or amendment or\nmodification thereof proposed pursuant to this title is disapproved, or\nif any stay is vacated or modified or an extension thereof is denied, or\nif any other order pursuant to this title is entered by the court which\nis adverse to the municipality or its financial emergency control board,\nthe municipality or its financial emergency control board shall have a\ndirect appeal as of right to the appellate division in the judicial\ndepartment in which the court is located and, thereafter, if necessary,\nto the court of appeals of this state, and such appeal shall have\npreference over all causes in all courts. Service upon the adverse party\nof a notice of appeal shall stay the effect of the judgment or order\nappealed from, and shall stay all actions, special proceedings or other\nacts within the scope of section 85.30 of this title, pending the\nhearing and determination of the appeals.\n
