N.Y. Municipal Home Rule Law § 59

§ 59. Time of taking effect. This chapter shall take effect January\nfirst, nineteen hundred sixty-four, in the event that the amendment of\nthe constitution of the state of New York proposing a new article nine,\nin relation to a bill of rights and home rule powers for local\ngovernments, shall have been approved and ratified by the people at the\ngeneral election to be held in the year nineteen hundred sixty-three.\n
