§ 19.13 Local services.\n (a) Local services for persons who abuse or are dependent on alcohol\nshall be planned, financed, and implemented in accordance with article\nforty-one of this chapter.\n (b) Local services for persons who abuse or are dependent on\nsubstances shall be planned, financed, and implemented in accordance\nwith article twenty-five of this chapter.\n
