N.Y. Mil. Law § 130.88

§ 130.88. Failure to obey order or regulations. Any person subject to\nthis code who--\n (1) violates or fails to obey any lawful general order or regulation;\nor\n (2) having knowledge of any other lawful order issued by a member of\nthe armed forces, which it is his duty to obey, fails to obey the same;\nor\n (3) is derelict in the performance of his duties;\nshall be punished as a court-martial may direct.\n
